Houston Will Help You With Your Down Payment — Here's How Much and How to Get It

The City of Houston has a program that can give first-time buyers up to $30,000 toward their down payment. Here's exactly how it works and how to apply.

Houston Will Help You With Your Down Payment — Here's How Much and How to Get It

If you've been renting in Houston and wondering whether you'll ever save up enough for a down payment, I want you to read this carefully — because the city itself has a program designed to close that gap for you. A lot of my clients don't know this exists until we're already deep into the conversation, and every time I tell them, I see the stress leave their face a little.

The City of Houston offers down payment assistance through a program called the Harvey Homebuyer Assistance Program (HHAP) — and depending on your income and the home you're buying, it can cover a significant chunk of what you need to bring to the table. This isn't a rumor or a too-good-to-be-true pitch. It's a real program with real money, and I've helped clients use it.

Let me break down exactly how much you can get, who qualifies, and what the process actually looks like.

How Much Down Payment Help Can You Actually Get?

The City of Houston's program offers up to $30,000 in down payment and closing cost assistance for eligible buyers. That number stops people in their tracks — and it should.

To put that in real terms: if you're buying a home for $250,000 with an FHA loan, your minimum down payment would be around $8,750 (3.5%). Closing costs typically add another $5,000–$7,500. That's roughly $14,000–$16,000 you'd need out of pocket. With $30,000 in assistance, you could potentially get into that home with little to nothing from your own savings.

The assistance is structured as a forgivable loan, which means if you live in the home as your primary residence for the required period (currently 5 years), you don't pay it back. That's not a loan — that's essentially a gift with conditions you can meet just by staying in your home.

Who Qualifies for Houston's Down Payment Program?

Here's where I want to be honest with you, because this program does have eligibility requirements:

  • Income limits apply. Your household income must be at or below 80% of the Area Median Income (AMI). For a family of four in Houston, that's currently around $66,050/year. Check the current limits at the city's housing department website, as they update annually.
  • The home must be in Houston city limits. Not Harris County — the actual city of Houston.
  • It must be your primary residence. No investment properties.
  • You need to complete a HUD-approved homebuyer education course before closing.
  • You'll need to qualify for a first mortgage. The assistance is a second lien — it stacks on top of your regular loan.

One question I hear a lot: "Do I need to be a citizen or have a Social Security number?" The City of Houston program does require a Social Security number for the application. If that applies to your situation, there may be other paths — reach out and let's talk it through.

How to Apply: The Step-by-Step Process

The application process is more straightforward than most people expect:

  1. Get pre-approved for a first mortgage. The city won't review your application without it.
  2. Complete a HUD-approved homebuyer education course. These are available online and usually take one day.
  3. Submit your application through a City of Houston-approved lender. Not every lender is approved to originate this program — make sure yours is.
  4. Find a home within city limits and get it under contract.
  5. The city reviews and approves the assistance — this can take a few weeks, so build that into your timeline.
  6. Close on your home. The assistance is applied at closing.

The realistic timeline from application to closing is 60–90 days. Not fast, but absolutely worth it for $30,000.

Ready to See If Houston Can Help You Buy?

The down payment is the number one reason people in my community delay buying a home. If a city program can remove that barrier for you, there's no reason to wait another year paying rent.

I work with buyers at every stage — whether you're just curious about numbers or you're ready to move. Write me directly and I'll tell you honestly whether this program fits your situation, and if it doesn't, what else might.

No pressure. Just the information you actually need.
